Strengthening Grassroot Governance

IMSE imparts training to the elected representatives of the PRIs for activating Gram Sansad to achieve the goal of a functional democracy. Gram Sansad is the primary tier of the lowest rung of the Panchayati Raj Institution.As per 10th and 11th schedule of the 73rd and 74th amendment of the Constitution of Gram Sansad is considered as a Village parliament and are supposed to decide/implement all development policies and programmes at the village level. Through advocacy work initiative has been taken to strengthen Gram Sansad and to enable them to take decision for the promotion of sustainable agricultural practices, the significance of cultivating herbal tribal medicinal plants, mother and child health care, self help group promotion, generating awareness from different aspects of ecology, environment and climate change etc in order to protect the poor from ill-health conditions, environmental hazards and for food security.

As per provisions contained in Article 243D of the Constitution, 1/3rd of the Seats of Panchayati Raj Institutions and 1/3rd offices of the Chairperson at all level of Panchayati Raj Institutions covered by Part IX of the Constitution are reserved for women. IMSE is trying to ensure effective participation of women through the various awareness campaigns arranged frequently at the grassroot level for awareness generation and dissemination of important information among the villagers especially the women. Case Studies have been conducted under NIRDPR, and two selected gram sansad receiving hand holding support from IMSE for inclusive development.
